Description: This layer contains the geospatial data used to identify Low-Income and Disadvantaged Communities (LIDAC) across Hawaiʻi for the Climate Action Plan (CAP) and LIDAC Benefits Analysis. The analysis combines local vulnerability indices (Oʻahu and Kauaʻi), statewide ALICE data, statewide social vulnerability indicators (SVI), and Hawaiian Home Lands data at the Census Block Group level. Source: Hawai‘i State Climate Change Mitigation and Adaptation Commission (CCMAC). Note: - LIDAC classification is a screening tool and does not replace community engagement or local knowledge. - Vulnerability varies within CDPs; block groups remain the analytical unit. - The most vulnerable designation supports prioritization and does not imply exclusion of other LIDAC communities. - The unified lidac will differ from the statewide lidac for some of the Oahu and Kauai fields because their localized vulnerability analyses (SVI) was incorporated into the unified lidac score. For example, if a community is highly vulnerable on the Oahu or Kauai SVI but low on the statewide lidac, the unified lidac would show a higher score (different values).
